Hiya. I'm here via a link in thebratqueen's journal.I recently finished a novel called The Alchemy of Stone that looks at feminist issues and some racism issues via a very steampunk approach. The main character is a thinking robot constructed with female signifiers and designed to think of herself as female, and those around her react to her as female as well as mechanical. One of the themes of the book involves the scrapegoating of non-white immigrants and their struggle to be perceived as people within the white community. It's not necessarily centered on England, but it has a definite steampunk aesthetic.
