I'm fairly sure it's because mangaka tend to portray the women as cute and perky, even if they have angst. Also, I've seen a ton of manga which starts out focusing on the heroine but then ends up focusing on the hero and his angst and how the heroine heals him with her cuteness and perkiness. I suspect it's a whole bunch of gender role stereotyping.
