I have no idea! I think the undercover at a BDSM club has been a fairly standard set up piece for a lot of erotic romance that features BDSM, though I don't know how far back. Also, the movie Exit to Eden (1994) based on the Anne Rice book basically inserted undercover agents at BDSM club, though the agents themselves weren't involved in the scene, so maybe that's partly where it comes from?
